PSNA at ITC Vegas 2026 | Part 2 | AI Agents in Claims: What Makes the Difference

Roberto Panucci and Marcelo De Callis attended InsureTech Connect on behalf of PSNA.

At the masterclass by Anthropic, creator of Claude, Tom Deaney built a claims analysis agent live in Claude Code in under an hour.

With basic instructions only: 0% accuracy. With the claims manual: 60%. With an unwritten internal adjusting criterion (reservation of rights for old roofs): 100%. The model was the same. What changed was what it consulted.

For insurers, the opportunity is significant: faster and more consistent claims adjustment, fewer denials and improper payments, less litigation.

But an agent is only as good as the rules it receives:

  1. 1.Manuals written to be consulted, with section and effective date.
  2. 2.Up-to-date law and regulation: Law 15.040/2024 and CNSP Resolution 496/2026.
  3. 3.Precedents reread and, in many cases, qualified in light of the new rules.
  4. 4.Test cases with real files and the right answer defined beforehand.

The insurer designs the rules. The legal team helps ensure that they comply with the law, regulation and case law, acting more before the problem arises, not only after.

Roberto Panucci and Marcelo De Callis attended InsureTech Connect for PSNA.

At Anthropic's masterclass, Tom Deaney built a claims agent live in Claude Code in under an hour.

Basic instructions only: 0% accuracy. With the claims manual: 60%. With an unwritten internal adjusting rule made explicit (reservation of rights for old roofs): 100%. Same model throughout. What changed was what it could consult.

For insurers, the opportunity is real: faster and more consistent claims handling, fewer wrongful denials and payments, less litigation.

But an agent is only as good as its rules:

  1. 1.Manuals written to be consulted, with section and effective date.
  2. 2.Up-to-date law and regulation: in Brazil, Law 15,040/2024 and CNSP Resolution 496/2026.
  3. 3.Case law reread and, often, qualified under the new rules.
  4. 4.Test cases built from real files, with the right answer defined upfront.

The insurer designs the rules. Legal helps make sure they comply with law, regulation and case law, acting before the problem, not only after.
