🚨 VASP Regulation (PSAVs)

The Central Bank of Brazil has just published BCB Resolutions No. 519, 520 and 521, which regulate the provision of virtual asset services in the country, closing the cycle that began with Public Consultations 109, 110 and 111.

Resolution 519 governs the authorization and operation processes for Virtual Asset Service Providers (VASPs), alongside securities brokers and dealers.

Resolution 520 addresses prudential requirements, minimum capital and other solvency conditions applicable to authorized VASPs.

Resolution 521, in turn, regulates the foreign-exchange and international capital treatment of certain virtual asset transactions.

With this, Brazil now has a complete regulatory framework for the crypto-asset sector, in line with Law 14,478/2022 and Decree 11,563/2023.

The rules take effect on February 2, 2026, with a transition period for institutions already operating.

The move consolidates the integration between financial regulation and technology, placing the country among the few jurisdictions with a formal authorization and supervision regime for virtual asset service providers. PSNA has been following this process since the public consultations, advising several institutions on their regulatory, governance and compliance structures.

📅 The Central Bank's press conference takes place on Monday (11/10) at 10 a.m. We will follow it in real time and return with further analysis and updates.
